BJTU & Petersburg State Transport University, Russia Signed Agreement on the Establishment of the Russia-China Jiaotong Institute



On the morning of February 16, 2015, President NING Bin and Alexander Y. Panychev, Rector of Petersburg State Transport University met with HAO Ping, China’s Deputy Minister of Education at the Ministry of Education and reported the preparations of the establishment of the Russia-China Jiaotong Institute to him. Afterwards, President NING Bin and Rector Alexander Y. Panychev signed the “Agreement of the Establishment of the Russia-China Jiaotong Institute between Beijing Jiaotong University and Petersburg State Transport University”.

HAO Ping said the relationship between China and Russia are at the best period of development. The high-speed railway cooperation between China and Russia has important meaning to the economic development of Russia and even the entire Europe, especially since Chinese President XI Jinping put forward the strategy of “One Belt, One Road”. The establishment of the Russia-China Jiaotong Institute is conductive to the fundamental and long-term interests of both countries. He hoped that both sides would join hands to reach cooperation agreement on the establishment of the Russia-China Jiaotong Institute signed between Russia’s Ministry of Transport and China’s Ministry of Education. Rector Alexander Y. Panychev and President NING Bin expressed gratitude to the Ministry of Education for the great support and pledged to build the Russia-China Jiaotong Institute into a demonstration project for the Sino-Russia educational cooperation.



At the signing ceremony, President NING bin extended welcome to the guests on behalf the University and fully affirmed the significance of the joint education programs conducted between Beijing Jiaotong University and Petersburg State Transport University. He said the Chinese and Russian presidents have reached consensus on the construction of the Silk Road Economic Belt and a railway linking Asia and Europe. It is of great importance to conduct cooperation in the field of traffic and transportation between China and Russia. The Russia-China Jiaotong Institute, established with great support of China’s Ministry of Education, would become the milestone in the history of cooperation between the two Universities. NING Bin wished the cooperation between the two parties smoothly, pleasantly and successfully.

Rector Alexander Y. Panychev expressed gratitude to BJTU for the hospitality. He said the joint education programs conducted between the two Universities have been highly recognized by Russia’s Transport Minister. The Government of the Russian Federation would fully support the construction of the Russia-China Jiaotong Institute. Beijing Jiaotong University and Petersburg State Transport University, as the members of the “Federation of China-Russia Transport University Presidents”, would set an example for other universities and make contributions to the talents cultivation of traffic and transportation for the two countries. He also expressed gratitude to BJTU for the efforts and high efficiency in the construction of the Russia-China Jiaotong Institute.

According to the agreement, the Russia-China Jiaotong Institute would be established in the city of St. Petersburg, Russia to conduct joint education programs and begin enrolling students from September 2015. The Institute offers four undergraduate programs at an early stage including Rail Transit Signal and Control, Electrical Engineering and Automation, Vehicle Engineering and Logistics Management.

Vice President CHEN Feng, Assistant President XU Yugong and principals from relevant offices were also present at the meeting.
